The state of West Virginia has an $8 billion problem, which is an unfunded liability for retiree health care costs, known as Other Post Employment Benefits (OPEB). The causes are complex, but at its core, the matter has resulted from a lack of strategic thinking and the absence of a long-term focus.
Today the Charleston Gazette published my commentary on the OPEB situation, which outlines an opinion that West Virginia’s government is facing a crisis that requires significant attention.
The Legislature has established a subcommittee to develop and recommend solutions, which should result in proposed legislation by November.
